Kansas appears to use the original VIN when applicable but they include their own control number.
If the original VIN is not known, the state will assign it's own VIN.

Unable to confirm procedure for obtaining a new VIN plate but, at least on this
1966, it appears the original vehicle identification number was issued.
Anyone with detailed information from the Kansas DOT to obtain a state-issued VIN,
please contact me.
