1969 SS 396 Chevelles and GM of Canada
GM of Canada showed no production reported to GM until January of 1969.
GM of Canada did produce 1969 model year Chevelles before January 1969 and those used sequence numbers starting with 100001 instead of the more common 300001. So far the highest sequence of these early Chevelles found is 111323.
Vintage Vehicle Services has records of 1969 Chevelles that GM of
Canada was involved with. Their supplied paperwork indicate four
scenarios:
1 - NUMBER PRODUCED FOR SALE IN CANADA
2 - NUMBER PRODUCED FOR U.S. SALE IN CANADA
3 - NUMBER IMPORTED FOR SALE IN CANADA
4 - NUMBER PRODUCED FOR EXPORT SALE FROM CANADA
Some data are available as to numbers for these scenarios but is by no means complete. Data derived from Vintage Vehicle Services reports are for 1969. Not all are SS 396 optioned, the production numbers are ONLY for the particular style number.

The Oshawa, Ontario plant and various U.S. plants (typically Baltimore since it was the closest U.S. plant) would often import/export Chevelles as demands were needed. Some Chevelle body styles were not built at the Oshawa plant and needed to be imported from U.S. plants - station wagons and sedan pickups (El Caminos) fit in this category.
GM had all plants report the last ‘official’ VIN for each month in the 60s and 70s. They still may but it doesn’t pertain to this. Anyway, for the 1969 model year, for some reason Chevelle VIN sequences started at 300001 instead of the ‘normal 100001. Published records indicate for 1969, Oshawa did not report any Chevelles built until January of 1969. But, Oshawa was building Chevelles as early as August of 1968 and all of those have VIN sequences of 10xxxx like your 101263. It’s not known (yet) just how many were built but the latest VIN sequence I’ve run across is 111323.
